Technical Assistance to Support Green Industrialization through Rwanda’s Industrial Parks and Special Economic Zones Program

Project Summary:

The grant supports the wider KLPConnect project. KLPConnect aims to improve resilient and safe connectivity from the Kigali Logistics Platform in Masaka to regional logistics corridors.

It also aims to support local and regional economic activity. The project's physical investments cover roads and basic facilities. The grant facilitates the "soft infrastructure" side. That means strengthening the legal, regulatory and institutional framework for Industrial Parks and Special Economic Zones (SEZs). The goal is to attract private investment and support green industrialization, drawing on Korean expertise.

List of Activities:

• Activity 1, Regulatory Assessment and Strategic Roadmap: This assesses barriers to sustainable investment, land acquisition, PPPs and the circular economy.
• Activity 2, Cooperation for Capacity Building and Investment:This covers knowledge exchange with Korea, including a "reverse mission". It also builds the Rwanda Development Board's (RDB) capacity to engage Korean investors.
• Activity 3, Pilot Value Chain Development Project: This covers value chain diagnostics and mapping. It aims to identify linkages and options for upgrading and circularity.
• Activity 4, Knowledge Dissemination and Stakeholder Engagement:This covers workshops, blogs and reports. It also covers the launch of the Industrial Law.
