Project Summary:

This grant supports Mongolia's efforts to improve the design and operationalization of large-scale forest landscape restoration, anchored in the country's Billion Tree National Movement (BTNM). It aims to address climate change and stimulate green recovery by filling critical knowledge gaps in carbon data and accounting, developing tools to attract public, private, and voluntary investment, and laying the groundwork for a future World Bank lending operation in this space.

The grant is structured around three components:

  • Knowledge Generation and Capacity Building — This component focuses on conducting carbon inventories for up to five Mongolian reforestation sites, in collaboration with the Asian Forest Cooperation Organization (AFoCO). It will also develop a carbon accounting tool and associated guidelines tailored to Mongolian forest types.
  • Mainstreaming Knowledge for Green Resilient Landscapes — This component develops training materials for government agencies, academia, forest user groups, and civil society. It includes a "Training of Trainers" program with technical skills in GIS, UAV-based mapping, and carbon calculation, as well as a one-month training session in Korea.
  • Operationalizing Investments in Green Resilient Landscapes  — This component prepares site-specific investment plans and business models for different landscape types, explores financing options (public, private, and carbon finance), and develops a concept note for a potential future World Bank operation supporting the BTNM.

 

This grant is aligned as follows:

  • Understanding how existing WB operations can support the BTNM through, for example, Community Driven Development approaches (such as in the Sustainable Livelihoods Project, P173126) or sustainable livestock interventions (such as in the Green and Competitive Agriculture Project, P178640).
