Project Summary:
The project aimed to increase the energy efficiency and competitiveness of industrial infrastructure. Uzbekistan has the largest population among central Asian countries and remains one of the most energy-intensive countries in the world. As its economy continues to grow, Uzbekistan is turning to policy changes that increase energy-efficiency measures in the industrial sector—an area that has the greatest short- to medium-term energy-savings potential. This World Bank KGGTF-funded green growth implementation program will develop institutional capacity and supporting policy reforms, as well as demonstrate innovative and scalable financing and delivery mechanisms for industrial energy efficiency in Uzbekistan. Initial tasks include introducing a framework for mandatory or voluntary energy-savings agreements, developing performance benchmarking requirements, and designing implementation plans. The government would also like to start a pilot industrial energy-management system and foster knowledge exchange, in particular with Korea and China.
List of Activities:
- Framework design of the ESAP, including research on international best practices; draft framework design recommendation; stakeholder consultation; final draft framework design recommendations.
- Adoption and pilot of EnMS: Preparation of EnMS implementation guidelines according to ISO50001, including best practice scale studies; stakeholder consultation; selection of pilot enterprise, implementation of pilot EnMS and evaluation results; finalization of EnMS guidelines
- Learning, knowledge sharing and outreach: training seminars, study tours to Korea and China, dissemination activities

Outcomes:
The proposed activities were implemented over 18 months and provided framework design recommendations for the national ESAP, completed a pilot in adoption of EnMS, and carry out a series of knowledge sharing activities. The broad implementation of the ESAP and EnMS rollout were supported by both the existing and new Bank industrial EE operations in Uzbekistan. The implementation of the proposed activity and the broader WBG industrial EE support program firmly established a long-term mechanism for managing and supporting industrial EE improvement and significantly increased industrial EE investment flow. The expected impact on Uzbekistan’s green growth agenda will be large and lasting considering that industrialization is a national priority for achieving its 2030 development goals.
Collaboration with K-Partners and Others:
- WBG internal partners: The team will include IFC industrial specialists.
- K-Partners: Korean Energy Management Corporation: trainings for the building materials and food processing industries.
- Other external partners: Under the current EE credit line project, he EU funded Central Asian Sustainable Energy Project (CASEP) is already engaged to finance the EE capacity building program for the specialists of the regulatory agencies (the State Oil and Gas Inspection, the Power Sector Inspection, and other ministries). The proposed activity will look for ways to expand the collaboration.
